The EUSR cable avoidance program is recognised throughout the UK utility sector. Each year, thousands of accidental cable strikes are recorded in the UK. And there are also many that never make it into official data. As well as causing disruptions to various construction or excavation projects, these incidents pose a huge risk to people’s safety and can lead to a number of serious injuries, and even fatalities.
One of the biggest problems that contractors face when carrying out any work below ground level is accidentally making contact with underground services. The simple fact is that underground services can exist anywhere, even in the most unlikely places. It is fairly obvious that they will exist in streets and roads with buildings, because we all need water, electricity, telecoms, and sewage pipes, and in some cases gas, and these services have to be provided to all buildings.
Undertaking any sort of excavation on public roads, as well as many other places, can be fraught with danger. The reason is that there are underground services of all sorts including electricity cables, water pipes, gas pipes, telecoms, sewage pipes, and they can be anywhere. We all have electricity in our homes, and most have telephone landline connections. We all have water pipes and we all use sewage pipes. Many properties also use gas, and then there are fibre-optics and other services as well.

The Energy & utility Skills Register (EUSR) issues cards to some operatives in affiliation with the CSCS. These cards display a photograph of the holder, their name, and unique EUSR number. The reverse side of the card displays their registrations and their expiry dates. Construction Skills Certification Scheme (CSCS) affiliated cards are issued to operatives who have passed a Utility SHEA scheme since 1 December 2008. These operatives will have passed the new affiliated randomised health & safety test. If an operative has not passed one of these tests, then the CSCS hologram will not appear on their card.
Any contractor undertaking excavations of any description must be aware of the possibility, or indeed the likelihood, of underground cables and utilities that are at the precise point, or very close to, where the excavation has to take place. In fact, the problem should be approached from the point of view that there are very likely to be underground utilities and cables, rather than the fact that it is unlikely.
Cable strikes are running at about an average of 60,000 every year in the UK as a result of contractors digging without knowledge of underground utilities. That is an average of 165 every single day of the year and, at best, results in a delay on the contract while the utility sends workers to resolve the problem. A cable strike can also result in minor injury, serious injury, and in a handful of cases, fatalities.
